Congressman David W. Jolly represents Florida’s 13th Congressional District, which is a peninsula on the west coast of Florida that includes St. Petersburg. Mr. Jolly was first elected to the House in 2014 and is now in his second term. William Black is an associate professor of Economics and Law at the University of Missouri at Kansas City, where he teaches white-collar crime, public finance, antitrust, law and economics, and Latin American development.
